The Structure of Horden Parish Council
In County Durham we have what is known as a ‘two-tier’ principal level of Local Government. This means we have two sorts of Councils serving the serving the local people – a County Council and seven District Councils.
There is, however a third tier to our system, this is the Parish and Town Councils. There are 152 Town/Parish Councils in County Durham.
Each Council provides a different package of services for the people it represents:
The main services provided by Durham County Council include:
- Education and Schools
- Social Services
- Highways
- Bridges and Transport
- Strategic Planning
- Culture, Libraries and Museums
- Economic Development
- Tourism Promotion
- Trading Standards
- Street Lighting
- Waste Disposal
The main services provided by the District of Easington Council include:
- Housing
- Refuse Collection
- Leisure Services – such as leisure centres & swimming pools
- Environmental Health
- Planning
- Licensing
The main services provided by Parish Councils include:
- Village Halls
- Recreational Grounds
- Cemeteries
- Allotments
This can sometimes make it confusing when trying to establish who does what, especially as all types of council can be involved in some services.
Horden Parish Council is located within the District of Easington, the County Council responsible for this area is Durham County Council and the responsible District Council is the District of Easington Council, there are 18 other Town/Parish Councils in the District.
